I finally found them! 
I could barely contain my excitement as I went into the last Rite Aid within 30 minutes of my house and found the Revlon Colorburst Matte Balms.
I bought two: Shameless and Standout.

Most of the colors were sold out, but thankfully the two I was looking for were in stock, 1 left of each and both still sealed. 
For anyone who has ever shopped at a drugstore before, you know this is a miracle.
For some reason, everyone finds it fun to play with the makeup at the drugstore, which is disgusting.
Anyway, moving on!
Revlon Matte Balm
The Revlon Colorburst Matte Balms make no claims at all. So, I have to assume they're only supposed to be a Matte Lip Balm, not a stain like the previous crayons.
Like the others, these are twist up crayons with a very minty scent.
The packaging is great and convenient. The twist up tip makes application easy and quick.
Let's talk formula.
These are crazy pigmented, as I expected them to be.
They're also very moisturizing.
While these are the only two shades that I have and I cannot speak for the rest of the line, these two shades did not emphasize the dryness of my lips, accentuate cracks or bleed. 
They also applied evenly and smoothly.

I was in a rush, trying to get to work, but I wanted to give you a lip swatch. :)
As you can see, they DO transfer.

How crazy is that pigmentation?
This picture is showing that they do not "set". They stay creamy and for that reason, they slide around.
That's what happens when I'm trying to get a good lip swatch.
Crazy eyes.
Anyway, the pigmentation is great, application is nice and the crayon form is convenient.
You can see that while these are called "Matte", they aren't 100% matte.
They're more of a matte/satin.
They are moisturizing and didn't dry out my already scary dry lips.
They don't last a real long time though; I showed that they transferred, this is because of how creamy they are. They move around and will come off when you eat.
They lasted about 4 hours on me, and I did eat & drink during this time.
These retail for $8.99
They are a new product, so finding them right now may be challenging. 
You just have to keep an eye out for them.
I found them in a Rite Aid, so I recommend you start there.
